Biophysical & Environmental Protection Studies

·       Acid Sulphate Soils in the Noosa River Catchment (1995 – project manager, 2002 - update author): A planning study originally prepared as a supporting document to Noosa’s 1997 Strategic Plan. The original study prepared in 1995 was the first Shire-wide acid sulphate soil study conducted in Queensland. The document was updated with finer level mapping in 2002 and brings forward recommendations for Noosa’s ground-breaking Choosing Futures process.

·       Agriculture & Agricultural Land in Noosa Shire (1995 - author): The first Shire-wide analysis of agricultural land and the agricultural industry in Noosa Shire. The study supports Noosa’s 1997 Strategic Plan.

·       Analysis of the Lake Weyba Catchment (1995 – co-author): An analysis of the biophysical aspects of the Lake Weyba catchment in Noosa and Maroochy Shires. The study supports Noosa’s 1997 Strategic Plan.

·       Bushfire Hazard Planning in Noosa Shire (1995 – author): The first Shire-wide analysis of bushfire hazard and if not the first, one of the first such studies in Queensland. The study supports Noosa’s 1997 Strategic Plan.

·       Extractive & Clay Mineral Resources of Noosa Shire (2002 - update author): A planning study originally prepared as a supporting document to Noosa’s 1997 Strategic Plan. The document was updated with additional information in 2002 and brings forward recommendations for Noosa’s ground-breaking Choosing Futures process.

·       Flooding in the Noosa River Catchment (1995 – project manager, 2002 - update author): A planning study originally prepared as a supporting document to Noosa’s 1997 Strategic Plan. The original study prepared in 1995 was one of the first full river catchment flood studies conducted in Queensland. The document was updated in 2002, including the provision for the setting of minimum floor heights based on the original mapping. It brings forward recommendations for Noosa’s ground-breaking Choosing Futures process.

·       Manual for Erosion & Sediment Control (external link, 2008 – consultancy assistance): A manual modelled on the NSW bluebook adapted for Queensland circumstances. PSPS provided technical and digital assistance in the preparation of the manual.

·       Maroochy Shire Biodiversity Strategy (2006 – joint author): A major strategy analysing biodiversity values using BAMM and landscape ecology techniques, then comprehensively analysing threats to those values, then analysing the 29 programmes in operation in Maroochy Shire to determine their capacity to protect the Shire’s biodiversity. An extensive range of conclusions and recommendations were brought forward.

·       Minimum Floor Heights (2001 – author): Explanatory note defining procedures for amending minimum floor heights associated with flooding under Noosa’s planning scheme.

·       Geology & Soils of Noosa Shire (1995 – project manager): The first comprehensive analysis of geology and soils of Noosa Shire and land suitability based on this data. The study supports Noosa’s 1997 Strategic Plan.

·       IPA Regulations for Clearing of Native Vegetation (2001 – author): Explanatory note for Noosa Council and the community in the interpretation of provisions of the Integrated Planning Act relating to the clearing of native vegetation on freehold land

·       Networks based on Landform, Landscape, Aesthetic & Environmental Values in Noosa Shire (1995 – author): This study comprises an evaluation of open space in Noosa Shire at regional and local scales. It was the model for guidelines developed by the State Government for analysis of regional open space. The study supports Noosa’s 1997 Strategic Plan.

·       Noosa Shire Fauna Study (2002 – editor/reviewer): This study comprises a desktop analysis and literature review of fauna in Noosa Shire. It was the first Shire-wide study of fauna carried out for Noosa.

·       Topography & Slope of Noosa Shire (1995 – author): The first shire-wide analysis of agricultural land and the agricultural industry in Noosa Shire. The study supports Noosa’s 1997 Strategic Plan.

·       Vegetation of Noosa Shire Edition 2 (2003 – co-author and editor/reviewer): The second shire-wide analysis of vegetation in Noosa Shire. The principal author, Dave Burrows, made use of Queensland’s bioregional ecosystem classification techniques to classify vegetation in Noosa Shire with state, regional and local status. Implications for conservation and planning in Noosa Shire are assessed.

Community Consultation & Community Governance

·       Community Board Brief (2001 – co-author): A brief that supports the call for nominations for membership of Noosa’s community boards. The document describes the role of the boards and the process for selection of board members.

·       Phases 1 & 2 - Community Consultation Reports (1995 – co-author): A comprehensive report following on from workshop process conducted with the Noosa Shire community in 1994. The study supports Noosa’s 1997 Strategic Plan.

·       Project Management Brief (2001 – co-author): A brief for the appointment of the project manager for Noosa’s innovative community governance process.

·       Proposals for The Noosa Plan (2001 – co-author): The statement of proposals for its planning scheme being prepared as part of Noosa’s ground-breaking Choosing Futures process. A statement of proposals is a formal part of the planning scheme preparation process under Queensland’s Integrated Planning Act 1997. The document comprises a comprehensive set of proposals for the Shire as a whole and for each of its 14 localities.

Economic Development

·       Economics, Employment & Industry in Noosa Shire (1996 – project manager): An analysis of economics, employment and industry in Noosa Shire. The study supports Noosa’s 1997 Strategic Plan.

·       Retail Development in Noosa Shire (1MB - 2002 - author): A planning study examining Noosa Shire’s retail history over the last decade and the policy positions that Noosa Council has taken during that period. The study brings forward recommendations for Noosa’s ground-breaking Choosing Futures process.

·       Shire Business Centre Master Plan: Stage 1 – Concepts (2001 - author): A planning study providing the first stage master planning for the privately-held Noosa Shire Business Centre site of 40+ hectares at Noosaville. The Shire Business Centre comprises a new multi-function employment node for Noosa Shire.

Infrastructure Charging

·       Coastal Major Road Network Infrastructure Charges Plan (2002 - author): A planning instrument comprising an ICP prepared under Queensland’s Integrated Planning Act 1997. This ICP was one of the first completed in Queensland and deals with one of the most complex issues for infrastructure charging in high growth and high volume tourist locations. The ICP was also one of the first or the first operational ICP in Queensland. A separate web presentation, Road Infrastructure Charging: Noosa Style (1.29MB) is available. Planning Schemes

·       Paper: Development, Constraints & Biodiversity Planning in Queensland published in Queensland Planner June 2007 or access the PSPS formatted colour version here.

·       Noosa Hill Development Control Plan (1991 - author): Noosa Shire’s first development control plan designed to maintain the natural beauty of Noosa Hill by ensuring that any development is integrated with the existing environment. The plan deals with the sensitive backdrop areas of Noosa Heads and its Hastings Street precinct. It was awarded the Royal Australian Planning Institute’s Strategic & Policy Planning Award for Excellence where the judges were impressed by the fact that the Council had chosen to deal with this high profile and controversial area, arriving at a positive and well presented plan.

·       Schedule to the Planning Scheme (1990 - author): The original planning scheme document dated from 1985 and contained many errors, performed poorly and was based on a zoning framework that had many faults. The goal was to replace the document with an entirely new version and correct the faults of the zoning framework with the new document, rather than effecting zoning changes. This was the first time this approach was tried in Queensland.

·       Shire of Noosa Strategic Plan (1988 - author): Noosa Shire’s first Strategic Plan. Whilst dated today, this plan was a contemporary model that was displayed as a best practice example in the then Department of Local Government for a number of years.

·       Shire of Noosa Strategic Plan (1997 author of Shire-wide material and 8 of its 11 locality plans). Noosa Shire’s second Strategic Plan and a comprehensive locality based model. Whilst comprising a part only of the existing scheme, this plan supplanted much of the dated zoning scheme operations. It remains a contemporary model of planning approaches in Queensland despite its age and the introduction of the Integrated Planning Act.

·       Issues & Options for Centres & Residential Development  (2003 author): An SEQ2021 study reflecting the deliberations of the Centres & Residential Development Working Group. The discussion paper examines current positions and trends; issues, opportunities and constraints; desired regional outcomes and policy options for this important issue for south-east Queensland.

·       NORSROC Sub-Regional Framework (2004 – author, 120 page, 13.04MB): An overall strategy for the NORSROC Sub-Region in south-east Queensland prepared on behalf of the seven Local Governments making up the sub-region.

·       NORSROC Statistical Analysis (2004 – author, 0.24MB) Statistical analysis supporting the Sub-Regiona Framework.

Statistical Analysis & Projections

·       Population Capacity in the Coastal Area of Noosa Shire (2001 - author): A planning study comprising a comprehensive small area analysis of the population potential in the coastal area of Noosa Shire. It uses highly detailed spreadsheets to relate census results for individual collection districts to the development potential by cadastral lot under Noosa’s planning scheme, giving comprehensive population, household and dwelling structure capacities.

·       Population Cap or Not? (1999 – author): An explanatory note addressing Noosa’s so-called population cap.

·       Population Capacity Analysis based on the 1985-95 Planning Scheme (1995 – author): A planning study comprising a comprehensive small area analysis of the population potential for Noosa Shire, based on the capacity permitted by planning scheme in 1995. It uses highly detailed spreadsheets to relate census results for individual collection districts to the development potential by cadastral lot under Noosa’s planning scheme, giving comprehensive population, household and dwelling structure capacities. It was this study that informed a variety of other biophysical and infrastructure studies leading to the notion of the need for a ‘population cap’ in Noosa Shire. The study supports Noosa’s 1997 Strategic Plan.

·       Population Carrying Capacity in Noosa Shire (2004 – author, 125 pages, 5.76MB): An analysis of the population carrying capacity of Noosa Shire derived from the 2001 Census results, the IPA-based planning scheme and the addition of an area of Maroochy Shire to Peregian Beach. This analysis updates each of the preceding studies (1995 and 2001).

·       Schools & Population in Noosa Shire (1995 – author): An analysis of the capacity of schools (existing and planned) to cater for future population. The study supports Noosa’s 1997 Strategic Plan.

Transport

·       Coastal Area Traffic & Transport to 2016 (2002 – project manager): A planning study providing a comprehensive analysis of the transport needs and directions for the coastal area of Noosa Shire to 2016. The study brings forward a range of recommendations, including the fact that Noosa cannot rely on transport by private motor vehicle in the coastal area and that a transition to public transport will be necessary. The recommendations are brought forward as a part of Noosa’s ground-breaking Choosing Futures process. Also see the section on Infrastructure Charging above.

·       Estimates for Future Road Infrastructure in the Coastal Area of Noosa Shire (2002 – project manager): A planning study comprising a comprehensive analysis of the road upgrading needs for the coastal area of Noosa Shire to 2016. The study supports the Coastal Major Road Network Infrastructure Charges Plan and is part of Noosa’s ground-breaking Choosing Futures process. Also see the section on Infrastructure Charging above.

·       Parking Contribution Rates in Noosa Shire (2001 – co-author): A planning study supporting a planning scheme policy PSP13 Contributions in Lieu of the Provision of Off-Street Parking. The study analyses the cost of acquiring land and constructing parking across various localities in the Shire. It identifies whether parking contributions should be accepted and if so the quantum of such contributions.

·       Transport & Road Networking in Noosa Shire (1996 – co-author): A planning study providing an analysis road network planning in Noosa Shire. The study supports Noosa’s 1997 Strategic Plan.

Urban Design

·       Pomona Town Centre Streetscape (1991 – preparation of concept plans): town centre upgraded 1992.

·       Noosa Junction Streetscape & Traffic Calming (1995 – preparation of concept plans): streetscape and traffic calming implemented 1996.

·       Noosaville Foreshore Conceptual Design (1999 - project manager and co-author) Noosaville's famous foreshore along the Noosa River was upgraded in 2000/02, following the preparation of concept plans in 1998/99 by a consortium of designers.
